On July 1, 2025, Chief Minister Vishnu Deo Sai took the spotlight in Raipur, unveiling ₹1.25 lakh crore in investment proposals at the Chhattisgarh Industry Dialogue 2 event. Full-page ads, handshakes, and MoU signings followed. But what’s behind the billion-rupee hype?
SanvaadGarh digs into whether this industrial leap is real progress or a glossy cover-up for deeper economic and governance cracks.
The Government’s Claims

- Announced: ₹1.25 lakh crore in new investment proposals, over 20,000 jobs from 11 companies, “Single Window Clearance 2.0” for instant approvals, and focus on IT, AI, green energy, data centers, logistics, semiconductors, and defense.
- Tribal Push: Expansion into Bastar and Surguja.
- Sai’s Pitch: “A new chapter in transparency and growth” via the “3T model—Technology, Transparency, Transformation.”
But are these promises solid or just PR spin?
The Missing Metrics
Metric | Government Claim | Ground Reality |
---|---|---|
Investments Signed | ₹1.25 lakh crore proposals | MoUs only, no committed funds yet |
Jobs Announced | 20,000+ | No details on quality or location |
Single Window 2.0 | Real-time approvals | Untested; prior system delayed 68% |
Regional Inclusion | Tribal area investments | No specific project sites disclosed |
The History of MoUs in Chhattisgarh
- 2012–2018: ₹4.3 lakh crore across 122 MoUs; only 11% became operational.
- 2019–2024: ₹3.9 lakh crore signed; just ₹87,000 crore materialized, mostly in mining and thermal sectors.
- No public audit tracks success rates, jobs, or environmental compliance.
Unanswered Questions
- Where are the project details—locations, companies, or impact reports?
- How many 2023 Industry Dialogue 1 MoUs are active? No updates.
- Are tribal land rights protected? No word on Forest Rights Act (FRA) or Gram Sabha consent.
- What about pollution? Red-category industries could worsen Korba’s ash or Raigarh’s smog.
The Job Mirage?
- Of 20,000+ promised jobs: no breakdown (tech, factory, gig), no security or training details, no local hiring focus.
- Chhattisgarh has 18 lakh unemployed youth (CMIE, Q1 2025). Will this dent that gap?
The SanvaadGarh Verdict
“You can’t build a state with signatures and smiles. It needs data, deadlines, and accountability.”
Chhattisgarh deserves growth, but not at the cost of truth. Until investments are tracked with implementation, audits, and safeguards, they’re just headlines not hope.
We Demand:
- Full disclosure of all 11 companies, sectors, and project sites.
- Third-party audit of past MoUs with success/failure data.
- Social and environmental impact reports for projects over ₹100 crore.
- Legally binding job reservations for tribal and affected youth.
- Public dashboard with real-time MoU progress.
